"Electron" against "Tatra-Yug". How Kiev buys trams

2015 for the Lviv group of electrons can be considered very successful. The company made its way to the market in Kiev, the capital of placing the first two low-floor tram. On the manufacturer has played a hand in state subvention UAH 100 million allocated for the procurement of trams. Five more streetcars Electronics promises to deliver in 2016 - if Kiev will pay.


In an interview with the president of the corporation LІGA.net Electron Bubes Yuri described how he competed with the company Tatra-Yug, why did not manage to put in Kiev seven trams and why Ukrainian city purchase of obsolete equipment at inflated prices.


- The budget of Ukraine-2015 has been allocated 100 million UAH for the development and production of trams. Which city held a tender? How many orders received Electron and how put upon?

- This subvention used successfully in Lviv and Kiev, where the electrons won two tenders for trams 7 each. Tenders in Mariupol and Odessa, we did not participate.

In Kiev, we put the second on December 29 tram. The other five will come next year. Also, next year is planned delivery of seven trams for the city. We signed a contract and had already received an advance payment. Getting manufacturing.


- What is the cost of the contract Lviv?

- About 7 million euros. For comparison, in the same tender Lviv participated Romanian company Astra. During the same class trams she put a price twice as high as ours.


- When the trams really deliver?

- Production time of the first five trams for the city - 7.5 months (after the first advance payment, which was received on December 30), the remaining two tram - for another two months. But here, a lot will depend on the timing of the delivery of components of our foreign partners. Most of them we need a period of production units - three (engines) up to six to eight months (gearboxes) from the time of order.


- Are you implying that there may be delays in deliveries?

- No. We are ready to supply these trams rhythmically, moreover, expect to do so before the deadline prescribed in the agreement. We try to avoid the use of foreign components: it is financially profitable and allows more flexibility in the production and delivery of finished products. There is another problem that we faced in 2015: the existing tender procurement procedure, to put it mildly, is not perfect. It is impossible to predict the results of the tender and, accordingly, the timing of the start of work. For example, work on the procurement of trams Kiev seven, we started in the spring. In fact, the contract with Kyivpastrans the production of trams was signed in late October and the first money came even later. How can a manufacturer and a half months before the end of the year to close a deal? So we had to move part of the order for the next year.

We very much hope that in Ukraine from January 1, 2016 will earn electronic trading system, including utilities procurement. It is much more transparent and allow more objectively calculate their costs and production time and therefore receive a fair return on investment.


- You won a tender for the supply of seven trams in Kiev (the cost of the accepted offer 183.75 million USD). How can you comment on the results of the second tender in December, which was won by Tatra-Yug (the cost of the agreement for the supply in 2016 of five tram cars made up 64.4 million USD)?

- The competition was divided into two lots. The first item dealt with the purchase of a 100% low-floor tram. The second lot includes the purchase of the five-floor trams with 35%. We decided not to participate in this tender. Why? It was clear that for 1,5 months, we do not have time to ensure the supply of the first tender. Why take on additional, obviously impracticable obligations? You have to be honest with ourselves and the people of Kiev.


- Five-section low-floor fully Electron capital cost of 26 million hryvnias. And for the single car production K1M Tatra-Yug (half the capacity of an electron) with partially low-floor Kiev pay nearly 13 million. How can the cost is not the most modern tram be fully comparable with the price of a new low-floor tram?

- I find it difficult to comment on. I think the company has received a good return on investment. In addition, according to my information, these trams were made two years ago. I can only assume that, when purchasing these trams, Kyivpastrans proceeded from the fact that in Kiev there are areas where the full low-floor tram just will not go. To align the infrastructure needed for several years. And these trams on such sites can now discharge their functions and to transport people. I guess that Kyivpastrans felt that in any case better than these, age is often more than 30-40 years.


- When Kiev will receive the remaining five trams Electron? 

- We have a valid contract. If you have money in Kyivpastrans we are ready to implement it.


- You have mentioned that the electrons depends on the supply of foreign components. What is the current percentage of Ukrainian components in the new trams? As the level of localization has changed in a year?

- Today we are dependent on foreign components by approximately 30%. This is a critical import - units that are not produced in Ukraine (and if available, it does not have the necessary quality characteristics compared with foreign counterparts). This is the gear (they are not produced in Ukraine), engines, partly - and electronics units.

We ended the year with a trolley of its own production. This is 40% of the tram. Previously we purchased them in Germany, but it is expensive. In parts we have to localize. Switched to its casting. As a result, trolleys Kiev Trams wholly produced in factories in Lviv electrons (with the participation of Ukrainian companies).

Passenger seats (trams and trolleybuses), illuminated inner, outer and inner lining of the body, information systems - Ukrainian production. Three years ago we imported glass from overseas - buy now in Ukraine. Ceased to buy in Austria, air conditioning, set your own. All small motors are produced in Ukraine, and work on the localization of large motors. If at the beginning of our activities, we worked with 15 Ukrainian enterprises, today give the work of at least 100. The task - to reach the localization of 80% by the end of 2016.


- You are in this year launched production of buses. How many sold?

- Won a tender to supply 10 low-floor buses with engines in Lviv ecological standard Euro-5. Delivery time - the end of February 2016. Preparing to produce buses with Euro-6 standards - for the European market.


 - Where to buy engines for them?

- Engines and bridges is forced to buy in Europe. Electronics partly Ukrainian (peripherals and equipment). Electronics for traction and power units will be localized in Ukraine in 2016.


 - You made electric bus model E19101. Already passed the lions? Who else is interested?

- Lions bought it, now it passes the test preparation. Also under the agreement do test the 12-meter electric buses for Poland. If the machine like it, they are willing to buy about 50 of these electric buses. This is the future of transport. The cost of a one-time charge of our electric bus is 80 USD, whereas a traditional diesel bus consumes UAH 2500 until the next refueling. The savings is obvious.


- How many trolleybuses you have made this year and a plan for 2016-th?

- In the Lions put five units, two in Khmelnitsky. Lviv has allocated 200 million UAH for the purchase of buses and wants to buy another five trolleybuses in 2016. We will participate in tenders.


- The Ministry of Infrastructure said that the three world producers agree on the thrust production in Ukraine. We are talking about companies Hyundai, Bombardier and Siemens. What are the chances, in your opinion, the arrival of the manufacturers in Ukraine? You are negotiating a joint venture? 

- I held talks with the representatives of Hyundai and Bombardier. We discussed ways of cooperation. Bombardier is ready to participate in the w / d, and the electric transport projects (production of trams). Hyundai sees Ukraine as a platform for the European market. So far no documents not signed, but the interest is high. For the state, it is important to attracting investors to take into account the interests of local producers. Right Brewery minister said that if you want access to our market - look for cooperation with the Ukrainian manufacturer.


- In what roles you consider the same Hyundai?

- As partners. They have the technology at the level of know-how - the control system drives. I told them: "Please offer." For this to be profitable, they have to deal with not just the assembly and production of components here. Will it be a joint venture? I dont know. Form of cooperation - a secondary question.


- What are the power plant? Are they loaded?

- Today capacities allow to produce more than 50 units of transport per year. We already have the technology for mass production. But the volume of production and the cost of the system depends on the availability of the order.


- What is your average salary in the enterprise? 

- In machine-building enterprises - about 6000 UAH.


- How do you plan to produce technology in 2016?

- About 20 trams and at least 50-70 buses. As trolleybuses can not say.


- What are the financial results for the year will leave?

- This year, the turnover of Electron doubled. The group includes 15 companies. We sell special utility vehicles, ambulances. I very much support the decentralization: the local budgets have money to purchase equipment for their needs.

What will be the net profit, I can say in January, but I can see a daily summary of what we get out at a profit. The plan for 2016 - double the figures of 2015.
