FIRST STEPS TO BUILDING ECONOMIC NATIONALISM
11.06.2021 During the working visit to Lviv region, the Chairman of Verkhovna Rada of Ukraine Dmytro Razumkov together with People's Deputies from almost all parliamentary factions, accompanied by the Chairman of the Lviv Regional Council Iryna Hrymak, First Deputy Head of the Lviv Regional State Administration Andriy Godyk and representatives of the Federation of Employers of Ukraine and heads of large machine-building enterprises got acquainted with the work of Plant "Electronmash" - a subsidiary of PJSC "Concern-Electron".Dmytro Razumkov visited the exhibition of products of
leading”Electron” companies, and together with the concern's president Yuri
Bubes and guests went through the company's shops and got acquainted with the
full cycle of public transport and finished products: electric bus, trolleybus,
bus and multifunctional utility and vehicles of a special purpose.
In the assembly shop, the chairman of Supervisory Board of
PJSC "Eurocar" and a member of the presidium of Federation of Employers of Ukraine Oleh
Boyarin handed over to the chairman of parliament more than 150 thousand
signatures collected at 4 thousand enterprises across Ukraine, including
"Electron", in support of the bill. 3739 on the localization of
production, the purpose of which is to restore the Ukrainian engineering,
directing public procurement to stimulate domestic production. And, as the
President of "Electron” Concern Yuriy Bubes and the General Director of Federation
of Employers of Ukraine Ruslan Illichov emphasized in their speeches, this will
not only preserve existing and create new jobs, but also finally equalize the
conditions of currently discriminated Ukrainian industrialists in the fight
against expansion of foreign companies to make a national producer feel at home
the way European companies feel in their countries.
In response to the appeal, the Speaker of Verkhovna Rada Dmytro Razumkov stated that he
would support this bill in the second reading and stated: "In fact, today
the state must build economic nationalism. We must focus on the development of
Ukrainian business. To stimulate it, we must create economic levers for the
business to become powerful, to return to the processing industry, and not just
the raw material-export format of economic activity."
After the press briefing, Dmytro Razumkov, Chairman of Verkhovna Rada of Ukraine, held a working meeting with local authorities and machine builders of Ukraine to discuss joint work not only at Verkhovna Rada and the Government, but also with local authorities and he emphasized the need to develop appropriate legislation.
According to the President of "Electron” Yuriy Bubes, the
adoption of bills № 3739 on localization of production, №3476 on amendments to
the Tax Code of Ukraine and №3477 on amendments to the Customs Code of Ukraine
to stimulate the development of the electric transport industry in our country
will be a powerful incentive for dynamic industrial development, and expressed
hope that MPs in parliament would be able to reach a consensus and vote for the
law in the second reading, as this applies to hundreds of thousands of
Ukrainian workers, their families and tens of thousands more who will get new
jobs. Industrialists expect that the adopted laws will encourage new
investments in production, increase wages, improve social packages for workers
and fill budgets.
In memory of the visit to Concern Yuriy Bubes presented the
Chairman of Verkhovna Rada of Ukraine,
Dmytro Razumkov, with a model of the first Ukrainian electric bus, which was developed
and manufactured at " Electron” concern's enterprises.

On July 21, 2020 Verkhovna
Rada adopted Bill №3739 on amendments to the Law "On Public
Procurement" to create preconditions for sustainable development and
modernization of domestic industry. The bill provides the separation of priority sub-sectors of
mechanical engineering, for which it is proposed to have a local component at
the level of 25-40% of products in tender procurement for public funds and
local communities.
